Vision plays a critical role in the development of work, regardless of the organization. The establishment of the Human Resources Management Division at King Chulalongkorn Memorial Hospital, Thai Red Cross Society, is a testament to the far-sighted vision of Professor Dr. Pirom Kamolratanakul, then Director of King Chulalongkorn Memorial Hospital; Associate Professor Wing Commander Dr. Permyos Kosolbun, then Deputy Director of the Hospital for Administration; and Assistant Professor Dr. Yuwaree Phichitchok, then Assistant Director for Human Resources. Their combined efforts and leadership were instrumental in driving the formation of this division.
The Human Resources Management Division of King Chulalongkorn Memorial Hospital was officially established on August 23, 2007, through the integration of two units: the Personnel Unit (formerly under the Secretariat Division) and the Personnel Development Unit. Later, on December 26, 2007, the Thai Red Cross Society approved its formal establishment as the Human Resources Management Division, which continues to operate today.
The division’s first head, Mr. Vichai Totsapornsongchai, served from 2007 to 2016. The current head, Mr. Songklot Tangkitwattanakul, now leads the division.

Promote positive employee relations and foster organizational engagement.

Services
The Human Resources Department‘s roles and responsibilities are divided into 8 main tasks :
1. Manpower and performance analysis.
Analyze workforce structure and workflow systems, managing human resources appropriately and aligning with the hospital’s strategy, including the framework for permanent and contract staff of various types.





2. Recruitment.
Responsible for recruitment tasks for various departments. Planning and devising the strategies for manpower management. Employment works and recruitment development to increase the efficiency in searching for talented people for the organization.



3. Personnel management and resume (CV) registration.
Review, record, and update personnel records, handle promotions according to standard criteria, and conduct performance evaluations for promotions. Perform annual performance evaluations, update educational qualifications, monitor and record personnel leave history, manage staff transfers between wards or departments, issue orders and announcements regarding personnel, consider outstanding employees, review retirement information, and process retirement benefits and pensions. Oversee resignation processes, prepare work certificates (in English), conduct disciplinary investigations, and handle repayment of funds for educational or training leave, among other tasks.




4. Welfare and benefits work.
Supervise welfare benefits and benefits for personnel at all levels, including examination and recording of medical rights, preparation of personnel identification cards, medical expense reimbursement, reimbursement of tuition fees for children, annual health checks, uniforms and work clothes, accepting medals at the Red Cross Royal ceremony, insignia provident fund, moving money in the system to help make funeral benefits, Royal funeral fire, quality of life surveys etc.






5. Salary, wage and compensation management.
Analysis of various types of special compensation as is appropriate. Salary and compensation management, such as salary, top ups, PTTEP, stay on duty, overtime payment, extra money. Position allowance, medical practice allowance, annual salary adjustment etc.





6. HR development.
Develop the annual budget plan for personnel development, allocate funds to support educational or training leave, and support the presentation of work both domestically and internationally. Organize orientation programs for new staff, as well as training and development programs to enhance knowledge, skills, and competencies, preparing personnel to effectively support the hospital’s mission and goals.






7. Strategic HR
- The HR Department plays an important role in planning the strategic HR in accordance with the strategic plan of King Chulalongkorn Memorial Hospital, so as to achieve the specified strategic objectives such as both the excellence service system improvement and HR tasks such as reward & recognition evaluation systems.
- The HR Department inputs the Hospital’s strategic plans into the HR plans to achieve the specified HR goals and other department’s plans efficiently.
8. HR operations for medical professionals.
Responsible for appointing physicians and dentists at King Chulalongkorn Memorial Hospital. Provide guidance on the promotion of physicians and dentists. Manage the process for approving the recruitment of physicians (under obligatory service), residents, and subspecialty residents to undergo training programs approved by the Medical Council or hospital-approved programs. This also includes obtaining approval for visiting physicians and unpaid physicians to work at the hospital. Additionally, coordinate with the Human Resources Department of the Faculty of Medicine, Chulalongkorn University.
