The former secretary affairs department was a part of the Administrative Department, King Chulalongkorn Memorial Hospital. Later, in 1981, the director of King Chulalongkorn Memorial Hospital noticed a slow workflow in documenting, administrative, public relations, post and telephone procedure. Moreover, King Chulalongkorn Memorial Hospital, at the time, was separate from the Thai Red Cross Society. It consisted of 32 divisions under its management, with a heavy workload and a large number of staff.
In addition to the coordinating work with various departments, there was co-relating work with the Faculty of Medicine, Chulalongkorn University and other divisions of the Thai Red Cross Society. As a result, it was deemed appropriate to set up another department to increase work efficiency. The Division of Secretary Affairs was approved at the meeting of the Thai Red Cross Staff Committee 23/2524 on 6 October 1981.
And at the 191st Thai Red Cross Committee meeting on 21 October, 1981, the Secretary Division was established, located at the administrative building while all 36 personnel from the administrative department were relocated to the Secretary Division from 3 January, 1982. It changed its title to the Department of Secretary Affairs in 1997.
Obligation
Provide correspondence and document management services, prepare notifications and directives, coordinate executive meetings, manage executive documents and orders, coordinate and facilitate service users.

The 1st Department to use the electronic documentation systems in the archives of King Chulalongkorn Memorial Hospital in 2005.

11 Secretarial staff out of 43 in the Department have been selected as outstanding officers and have received the award on the establishment day of Chulalongkorn Hospital.

Our service aims to provide documentation, activity management, meeting management and document services on patient benefits.
The Department of Secretary Affairs, King Chulalongkorn Memorial Hospital, the Thai Red Cross Society, is divided into 3 divisions:
- Secretarial work.
- Conference.
- Archives and special events.
Services
1. Secretarial work.
Acting as the executive secretary.
2. Conference.
Overseeing the meetings of the Medical services group committee and meetings of the various committees regarding the hospital’s management policy.
3. Archives and special events.
Providing documentation services, including receiving/ sending and producing documents, , announcements, orders, circulars, memorandum documents, and all issued books, document tracking, archives, the medical work certificate and medical documents for the benefit of patients, about 16 administrative and personnel and special events in the scope of documentation, coordination and event organizing.
The Department of Secretary Affairs provide these following documents to clients upon request as follows.
- Request form from King Chulalongkorn Memorial Hospital.
- Request form of relocating of healthcare rights.
- Request form to donate.
- Form of Comments / suggestions.
4. Quality document system control.
Controlling important documents pertaining to the hospital’s policies and operations manuals etc.
5. Other activities.
The Department of Secretary Affairs is assigned to be responsible for organizing various hospital and special activities such as the annual wreath laying ceremony, opening ceremony of new buildings and the charity walk-run event for fund-raising on special occasions.

- Prepare and issue orders, announcements, circular letters. Prepare drafts and deliver correspondence within and outside the Hospital.
